Highmark Blue Cross Blue Shield

Products: MA (HMO, PPO, HMO-POS) and Medigap
Availability: Pennsylvania (western, northeastern, central regions), Delaware, West Virginia, parts of New York.; Dominant in much of Pennsylvania outside the immediate Philadelphia area. Good local networks.

Independence Blue Cross

Products: MA (HMO, PPO). Stopping new Medigap sales in Pennsylvania effective Jan 1, 2026 (existing policies continue).
Availability: Five southeastern Pennsylvania counties only (Philadelphia, Bucks, Chester, Delaware, Montgomery).; Largest network in the Philadelphia region. Use for southeastern Pennsylvania clients.
